Southern States silos project on Richmond planning agenda Monday

Hourigan Development seeks a special-use permit for the Southern States silos site at 2-4 Manchester Road, where it plans to raze the vacant silos to make way for a mixed-use development including a 20-story apartment tower and a six-story office building.
D.C.-based Audeo Partners seeks special-use approval to build 26 townhomes at 219 S. Stafford Ave., part of a larger effort to redevelop Dominion Energy’s 5-acre assemblage south of the Fan.
Back on the agenda is a previously deferred request to amend the Stratford Hills Community Unit Plan. The amendment would increase the plan area by 2.85 acres to 67.4 acres to accommodate Harper Associates’ plan to develop a Chipotle restaurant and 6,500-square-foot retail outparcel and up to 36 townhomes on the east side of the site.
A proposal to amend the city’s zoning ordinance to permit accessory dwelling units in additional zoning districts is to be continued to the Sept. 18 meeting.
Chesterfield Planning Commission to weigh residential redevelopment, hotel project
The Chesterfield Planning Commission on Tuesday is slated to consider a zoning request by Sauer Properties to add 350 apartments to the former Stein Mart Festival shopping center at 9700 Midlothian Turnpike.
The project would add residential units to what’s currently a commercial shopping center. Sauer is pursuing the project as a means to inject more activity into the development. The proposal consists of three new apartment buildings and portions of the existing shopping center would be demolished to make way for the residential units.
Also on the docket for that meeting is a rezoning request filed by Sina Hospitality, which wants to build a TownePlace Suites hotel at 2011 Osborne Road in Chester.
The project would feature a three-story, 137-room hotel with an attached three-story, 15,000-square-foot office building on a 3.7-acre property, according to the staff report.
The Planning Commission will consider whether to forward a recommendation to approve the proposals to the Board of Supervisors, which will take up the cases for final zoning approval at a future meeting.

288-condo project approved, 241-unit apartment building deferred in Henrico
At their meeting last week, Henrico supervisors approved Legacy Land Development’s plan for a 288-unit condo development that would fill a nearly 10-acre site at the northeast corner of Pemberton Road and Mayland Drive.
The board deferred to its Aug. 8 meeting a proposed five-story, 241-unit apartment building at 4115 Jacque St., a 2.6-acre lot off Dabney Road near Topgolf. Behind the project is Marshall Land Company LLC, an entity tied to Outer Banks-based attorney M. Peebles Harrison.
The board also deferred to Aug. 8 Markel | Eagle’s proposal for an 80-home subdivision on a 46-acre site southwest of Pouncey Tract Road and Wyndham West Drive.
Henrico breaks ground on $1.8M Hungary Road sidewalk project
Henrico County officials held a groundbreaking last week to mark the start of a sidewalk project on a portion of Hungary Road between Hardings Way Drive and Hungary Spring Road.
The $1.85 million project will add 0.7 of a mile of mostly four-foot-wide sidewalk along the north side of Hungary Road. The project also will include ADA-accessible ramps and pedestrian signals at Hungary’s intersections with Staples Mill Road and Hungary Spring.
The new sidewalk will connect with existing sidewalks along Hungary, Francistown and Hungary Spring roads, providing 6.5 miles of continuous connectivity and pedestrian access to two parks, two schools and other area destinations. Construction is expected to be complete in spring 2024.
Hanover makes in-house hire to lead social services department
Daricka Jones has been tapped to lead Hanover’s social services department effective July 16, the county announced last week.
Jones, who got started with the department as an eligibility aide in 2007, had been the department’s acting director since January, according to a county news release.
“I look forward to enhancing current services and developing new initiatives to meet the needs of Hanover’s most vulnerable citizens,” Jones said in a prepared statement.
Jones has degrees from VCU.
