600-acre data centers project, Costco expansion on Henrico agenda

Henrico supervisors meet in regular session Tuesday at 6 p.m. Full agenda here.

Public hearing items include a request to rezone 622 acres southeast of the Interstate 64-295 interchange in Varina for an industrial development including advanced manufacturing and data centers. The request stems from an earlier proposal from Atlantic Crossing LLC, which includes Texas-based Hillwood Development.

The board will consider Costco’s plan to expand the footprint of its warehouse store at 9650 W. Broad St. and relocate its gas station to the neighboring plot at 9700-9750 W. Broad St.

Also on the agenda is a provisional-use request for Gateway II, a redevelopment of a portion of the Gateway Apartments complex at 1648 N. Parham Road with a five-story, 80-unit apartment building with ground-floor commercial space, a 2,500-square-foot single-story clubhouse and 201 parking spaces.

Richmond City Council will hold a final public hearing and vote on the proposed budget for fiscal year 2025 at its regular meeting Monday at 6 p.m. The nearly $2.9 billion spending plan holds the line on current tax rates, maintains the city’s real estate tax rate of $1.20 per $100 of assessed value and provides a minimum 4% salary increase for all city employees.

Other business on the agenda includes plans for a 91-unit apartment development at 1515 Chamberlayne Ave. The five-story building would replace an existing warehouse that has housed Accent Interiors at the southeast corner of Chamberlayne and Fritz Street, just north of the J.R. Crickets restaurant.

Council also will consider approving collective bargaining agreements between the city and the International Association of Fire Fighters Local 995, the Richmond Coalition of Police and the Service Employees International Union Virginia 512.

Chesterfield to consider performance agreement for $400M Topsoe facility

The Chesterfield Board of Supervisors is slated to vote on a performance agreement between the county and Danish manufacturing firm Topsoe at its Wednesday meeting.

Chesterfield staff are recommending the approval of a performance grant agreement based on anticipated new tax revenue, jobs and economic activity expected to come with Topsoe’s planned project, a $400 million facility that’ll make solid oxide electrolyzer cells at Meadowville Technology Park.

The cells use electricity to generate what the company calls “clean hydrogen” that is used as a fuel source. The future factory’s cells are targeted at heavy-industry users and the transportation industry. The facility is expected to create 150 jobs.

Chesterfield’s incentives package would entail a $2.1 million grant, as well as an annual grant payment equal to the machinery and tools tax Topsoe will pay every year for a six-year period following the project’s competition, which is estimated to be $3.9 million, according to a staff report.

Nash Road extension project in Chesterfield continues after grave discovered

Workers discovered a burial site in the area of the proposed Nash Road extension project, Chesterfield County announced last week.

Construction on the project continues, as work is currently focused on the creation of a bridge in an area that isn’t subject to an ongoing search for additional graves.

Chesterfield said it is working with the Virginia Department of Historic Resources and contractors to investigate the gravesite that potentially dates to the 19th century. The presence of one gravesite, a brick vault uncovered during construction, was confirmed May 1, and an investigation found anomalies underground that could be more gravesites.

The county said cultural and archaeological research was done prior to the start of the project, but that research didn’t uncover anything noteworthy. The area where the first grave was found and others could be located was previously the yard of a home that was demolished prior to the project and is now cordoned off.

The Nash Road extension project is planned to connect Nash Road (Route 636) to Iron Bridge Road (Route 10) with a less-than-a-mile road extension. The project broke ground in October.
