As Virginia Center Commons continues to transform into an urban-style, mixed-use village, an apartment building in the works next door is set to add even more residential density at the former mall site.
Tennessee-based Bristol Development Group is planning a five-story, 279-unit building at 10551 Telegraph Road, across from VCC and beside the Citizens Bank Office Park next to Interstate 95.
Bristol, which has developed several apartment complexes around Richmond, is working on the Telegraph Road project with property owners Mohawk Investment Partners I LLC and National Financial Realty-Richmond LLC. The 7-acre project site includes Mohawk’s 3-acre parcel at 10551 Telegraph and part of National Financial’s Colonial Place office park at 10561 Telegraph Road.
Bristol is under contract to purchase the site, which is across Telegraph from the Regal Virginia Center movie theater and Texas Roadhouse restaurant. The site is just south of the Henrico Sports & Events Center, where Shamin Hotels has also broken ground on two hotels and two restaurants next door to the center.
Those projects are part of the larger redevelopment of VCC into a mixed-use village with hundreds of apartments, condos and townhomes. The Telegraph Road apartments from Bristol’s group are separate from that larger effort, which is led by Shamin and developer Rebkee Co.
Bristol’s group had initially proposed and secured approval from Henrico for a four-story, 275-unit building, but it revised the plan with a smaller building footprint that provides more open space on the property, which is within the form-based overlay district that the county has established for the VCC area.
The revised plan was approved in September, three months after the county OK’d the original plan.
The development plan shows the 303,000-square-foot building fronting Telegraph and wrapping around a central courtyard with community amenities. A dog park, pocket park and additional courtyard are planned beside the building, along with 339 parking spaces.
The one- and two-bedroom apartments will range in size from about 450 to 1,230 square feet. Rents are to be determined, said David Hanchrow, the company’s chief investment officer.
Poole & Poole Architecture is designing the apartments, and Timmons Group is handling engineering work. Fortune-Johnson is lined up as the general contractor.
A building permit application was submitted in March and is under review, according to county documents. Hanchrow said construction is anticipated to start next month and finish in June 2026. He said a cost estimate for the project is being finalized.
Bristol’s apartments around Richmond include Tapestry West in Henrico’s Westwood area, The Canopy at Ginter Park in the city’s Northside, Artistry at Winterfield in the Midlothian area, and 2000 West Creek in Goochland. Each of those properties was later sold to Capital Square, a Henrico-based real estate firm.
Bristol’s latest local development, The Collective West Creek, opened last year. The $75 million, 335-unit complex is off Patterson Avenue at the southern end of West Creek Business Park.
