Zoning changes in the bulk of Monroe Ward and along the Lombardy Street corridor east of Virginia Union University are now in effect following votes by City Council. The updated zonings are intended to encourage pedestrian-friendly areas and denser development, with an emphasis on the neighborhoods’ surface parking lots.

Richmond hires new building commissioner
Jason Carangelo was named the city’s new building commissioner. He replaces Doug Murrow, who parted ways with the city nearly a year ago after serving seven years in the role. Operations manager Ray Abbasi has been filling the role in the interim.
A registered architect, Carangelo has worked the past 13 years as building inspections administrator for the City of Savannah in Georgia. He will oversee administration of Richmond’s permitting and inspections division and code enforcement division. Carangelo holds bachelor’s and master’s degrees in architecture from State University of New York at Buffalo.

A proposal to convert the 16,000-square-foot former Massey family mansion into a wedding venue and vineyard with short-term lodging goes before the Goochland County Planning Commission on Thursday.

Andrew and Kim Moody of wedding-planning company Kim Moody Design are proposing the new uses with Doug and Tamra Adams of Adams International School and Philip Carter Winery out of Fauquier County. The two couples are under contract to purchase the 60-acre estate.
Also on the agenda is Towne and Country Partners’ rezoning request for its $100 million Manakin Towne project, a mixed-use development proposed for 24 acres west of Broad View Shopping Center on Broad Street Road. The commission meets at 6:30 p.m.; full agenda here.
Airport commission meets, sets new CEO salary

The Capital Region Airport Commission meets in regular session Tuesday, the first time since naming Perry Miller the airport’s chief executive. Miller’s starting base annual salary was set at $312,800, and he receives a monthly vehicle allowance of $1,500 and relocation expenses. Miller’s employment is scheduled to start Aug. 19.
Business on the agenda includes award of contracts for a runway-to-taxiway conversion, security enhancements and a roads rehab project. The commission meets at 8 a.m. in the first-floor conference room at Richmond International Airport.
