Spring Rock Green redevelopment, zoo expansion on Chesterfield agenda

Commissioners are scheduled to consider a rezoning proposal that would clear the way for the revamp of Spring Rock Green shopping center into a mixed-use development that would feature residential and commercial development as well as an ice hockey venue.
An expansion of the Richmond Metro Zoo is also up for consideration. The proposed conditional-use application would allow the zoo to expand by about 39 acres on property adjacent to the zoo.
The new space would be home to animal exhibits and parking. The project would also include three residential parcels intended for family members of zoo owner Jim Andelin who would work at the zoo, according to the staff report.
Also on the agenda is the residential piece of the proposed Upper Magnolia project near Moseley, though the proposal is recommended to be deferred until the commission’s April 19 meeting.
The rezoning case on the docket would set the stage for up to 600 single-family lots as well as new public facilities such as schools on a 700-acre site in the eastern part of the overall Upper Magnolia project area.
The deferral is recommended to give staff more time to review the site’s environmental features, according to a staff report.
The proposed 1,700-acre technology park is tied to a separate rezoning case, which hasn’t yet been scheduled for consideration by the Planning Commission.
The Planning Commission’s votes are on whether to recommend that the Board of Supervisors provide its final approval on the proposals. These cases would be taken up by the board at future meetings after the commission’s review.
122-home development proposed in eastern Goochland

Up for a vote is a 122-lot development proposed by Markel-Eagle. The project would see the construction of single-family homes on about 49 acres of a 73-acre property at the end of Whippoorwill Road, near Goochland’s border with the Short Pump area of Henrico.
As many as 32 of the homes would be attached. Proffered amenities include pickleball courts, trails and sidewalks.
The board vote would be the final approval needed for the rezoning application.
Master plan amendments, Jackson Ward apartments on City Council agenda

Business on the 6 p.m. regular meeting agenda includes a request by a majority of councilmembers to make amendments to the Richmond 300 master plan.
Items on the consent agenda include special-use requests for a five-story apartment building that developer David Gammino is planning at 208-212 E. Leigh St., and for Virginia Repertory Theatre’s plan to hold performances and other programming at the Scottish Rite Temple property at 4204 Hermitage Road.
Henrico board holds budget workshops, approves 500-home Varina project
Henrico supervisors will hold workshops on the proposed FY23 budget Monday through Thursday. The workshops are scheduled from 9 a.m. to 5 p.m. except for the Tuesday session, which is from 1 to 5 p.m.
At their regular meeting last week, supervisors approved Godsey Properties’ plan for nearly 500 homes, mostly townhomes and condos, on 54 acres on the west side of Interstate 295 immediately south of Interstate 64. The project is an extension of Godsey’s adjacent 400-home Landmark development.
The board also approved Rebkee’s plan for 102 condos and retail space on 6 acres northwest of Broad Street and Gayton Road, and Spy Rock Real Estate Group’s plan for a five-story apartment building at 2001 Dabney Road near Westwood Avenue.
10-story apartment building near Libbie Mill recommended for approval
The Henrico County Planning Commission last week recommended approval of Holland Associates LLC’s plan for a 10-story apartment building at 2369 Staples Mill Road, across Staples Mill from the Libbie Mill-Midtown development.
The commission again deferred votes on Thalhimer Realty Partners and Crenshaw Realty’s plan to replace five office buildings on Willow Lawn Drive and Byrd Avenue with two seven-story apartment buildings totaling 585 units. Also deferred was RDK Land Holdings LLC’s request for a 160-unit townhome development on 16 acres southeast of Chamberlayne Road and Wilmer Avenue. Those requests are now scheduled for the April 14 meeting.
