Multi-use developments in Midlothian, Chester on docket  

The Chesterfield Planning Commission is scheduled to meet Thursday. Full agenda here.

Commissioners are expected to vote on whether to recommend approval of Atlanta-based developer SJC Ventures’s proposal to build a $175 million development with a grocery store and 350 apartments at the corner of Midlothian Turnpike and Alverser Drive.

Bellwood Commons LLC seeks a rezoning to allow construction of a mixed-use development that would consist of commercial space as well as 658 residential units on the site of Bellwood Flea Market. The project site consists of about 40 acres at Route 1 and Willis Road near Chester.

Douglas and Susan Sowers and Otterdale LLC want a rezoning in order to build a 394-lot single-family home development, which would be located on 164 acres and south of the Newmarket Village subdivision.

The commission will vote on whether to recommend the proposals and pass that recommendation onto the Board of Supervisors, which would provide a final decision at a future meeting.

Emerson Ventures seeks county approval to build a 50-unit townhouse development.

Chesterfield considers Emerson development, private school

The Chesterfield Board of Supervisors is scheduled to meet Wednesday. Full agenda here.

Supervisors are expected to vote on whether to approve a request by Emerson Ventures to build a 50-unit townhome development at 16321 Hull Street Road, which is near Cosby High School. The development would rise on about 10 acres.

Also on tap is a request by Second Branch Baptist Church for a conditional-use permit to continue to operate an existing tutoring program at 12217 Second Branch Road.

The original 2020 permit allows a maximum of 150 students on site at a given time. The church seeks to continue the program initially expected to be a temporary pandemic measure because it has seen sustained demand, according to a staff report. The requested new permit would maintain the student cap but expand the days of operation.

City Center rezoning on Richmond planning agenda

The Richmond Planning Commission meets Monday at 1:30 p.m. Full agenda here.

Business on the agenda includes a city-initiated rezoning of the 20-block City Center area in accordance with the adopted City Center Innovation District Small Area Plan.

The agenda includes final location, character and extent reviews of “the interim

(temporary) condition” of Lee Circle at 1700 Monument Ave., and of a plan to demolish George Wythe High School and construct a new high school with sports fields and associated site work at 4314 Crutchfield St.

Consent agenda items includes a special-use request for a planned conversion of The Shenandoah building at 501 N. Allen Ave. into a 75-room hotel with a restaurant and bar.

Also on the agenda is a request to amend the Stratford Hills Community Unit Plan. The amendment would increase the plan area by 2.85 acres to 67.4 acres to accommodate Harper Associates’ plan to develop a Chipotle restaurant and 6,500-square-foot retail outparcel and up to 36 townhomes on the east side of the site.

Henrico creates county sports and entertainment authority

At its meeting last week, the Henrico Board of Supervisors approved a resolution creating a county sports and entertainment authority. The authority is responsible for Henrico’s sports tourism program and management of related public-private investments, such as the indoor athletic and events center at Virginia Center Commons and the 18,000-seat arena planned as part of the GreenCity development.

The board approved a request from TerraForge Communities to rezone 27 acres northeast of Goodell and Harvie roads, just north of Harvie Elementary School, for a 92-home subdivision. Also approved was a rezoning request from HHHunt for a 65-unit continuation of its recently approved The Pointe condos project on 7 acres at Pouncey Tract Road and Twin Hickory Lake Drive.

The board deferred to Oct. 11 a rezoning request from Pemberton Investments LLC for a 28-home development on 12 acres at John Rolfe Parkway and Pump Road. Also deferred was a rezoning request from Markel | Eagle for an 80-home subdivision on 46 acres southwest of Pouncey Tract Road and Wyndham West Drive.
