Local attorney and activist Paul Goldman filed the lawsuit Thursday challenging City Council approvals to allow Richmond to issue $170 million in bonds to finance the ballpark-anchored development’s first phase.

A special meeting is scheduled for 3 p.m. tomorrow on the new approach to financing the stadium and infrastructure improvements for the development’s first phase. Citizens will have a chance to weigh in.

“Unless we do something, unless there is an inflection-point change to incentivize affordable housing in a different way, then the trends are going to be what they are,” County Manager John Vithoulkas told the Board of Supervisors.

The county is applying for a $60 million federal grant and committing to provide the same amount locally through county debt financing for projects including a new Gayton Road interchange.

The Hanover groundbreaking followed a similar event late last year to kick off construction of the Henrico County portion of the trail, which will run 43 miles from Ashland to Petersburg.

The department will fill the first three floors of the four-story building that still houses the newspaper on the top floor.

The EDA board authorized an additional $1.5 million for design and development of the new ballpark, four months after providing an initial $1 million that staff said has been depleted.

Administrators are recommending the demolition with the goal of removing public safety risks, cutting security costs and rejuvenating the seemingly stagnant redevelopment project.

The City of Hampton announced Sledge’s rehire Wednesday, the same day BizSense reported his planned departure after five years as Richmond’s economic development director.

The city would issue $170 million in bonds to finance the development’s initial phase, and establish a community development authority as a financing option for future phases.
