City seeks sale of Broad Street parking lot beside Dominion Energy Center
Richmond City Council’s Finance and Economic Development Standing Committee meets Thursday at 1 p.m. Business on the agenda includes a resolution continued since October that would require the Richmond Performing Arts Alliance to sell at fair market value its property at 623 E. Broad St. – currently a parking lot beside Dominion Energy Center – to benefit the alliance’s endowment.
The requirement stems from an agreement with the city that such action would be taken if no use of the property had been determined five years after certificate of occupancy was issued for the center’s Carpenter Theatre and other facilities. In recent years, the property was among those considered for inclusion in the proposed Navy Hill redevelopment, but was not included because it was not a city-controlled property.
Longtime county administrator to retire
Hanover County Administrator Cecil “Rhu” Harris Jr. announced he will retire effective May 15, 2020. Harris has worked for the county 35 years, the last 15 as county administrator. Harris told county supervisors at their meeting last week that his last six months would provide time for a replacement to be determined, prepare the next fiscal budget and draft priorities before his departure.
In a release, Harris said, “It has been a blessing to have the opportunity and privilege to work with so many outstanding members of the Board of Supervisors, county staff and citizens. Hanoverians have much to be proud of and I appreciate being a small part of this outstanding team.”
Hanover approves apartment expansion in Mechanicsville
Hanover supervisors approved a request from HWS West LLC to expand its Sherwood Crossing apartment complex to include a 6-acre property on the opposite side of the Mechanicsville Library.
The LLC, tied to area physician Mitesh Amin, proposes three apartment buildings with a total of 90 units, with commercial spaces on the first floors of two of the buildings. The development would include three residential garage structures and a clubhouse with commercial area.
Caldwell Park density changes sought
Developers behind the mixed-use Caldwell Park development at Chamberlayne and New Ashcake roads are seeking a change to the number of apartments and townhomes planned. A rezoning and plan amendment sought by Caldwell Partners LLC and others would reduce the number of apartments from 286 to 232, and increase the number of townhomes from 131 to 185.
The requests appear on the Hanover Planning Commission’s agenda this month but are being deferred to its next meeting Dec. 12. The deferrals are needed to include all property owners involved in an earlier rezoning to be a party to this one.
The Planning Commission meets Thursday at 7 p.m. Business on the agenda includes a request from Tab of Virginia LC to rezone 50 acres on the west side of Route 1 north of Knotty Pine Lane to allow an industrial park. Full agenda here.
Innsbrook mixed-use project, zero-lot-line rezonings approved in Henrico
Henrico supervisors last week approved Robinson Development Group’s plan to construct up to 700 apartments and nearly 28,000 square feet of commercial and amenity space on a 13-acre tract owned by Wells Fargo at 4359 Sadler Road in Innsbrook.
Two zero-lot-line detached residential developments also were approved. Developer Robert Babcock’s Bacova LLC secured rezoning of 12 acres at Liesfield Farm and Mason Glen Drives to allow a maximum gross density of six units per acre. Staples Mill Investment LLC, an entity owned by Legacy Land Development principals Cindy Weinstock, and Bill and Tracey Johnson, received rezoning of 11 acres at Parham Road and Ashbury Hills Drive for the same residential density.
Henrico also authorized staff to enter into negotiations with The Rebkee Co. on its proposal with Shamin Hotels to locate the county’s desired indoor sports and convocation center at Virginia Center Commons as part of a larger mixed-use redevelopment of the mall.
Regency apartments development plan up for review
The Henrico Planning Commission meets Wednesday at 9 a.m. to review subdivision and development plans. On the agenda is a development plan for the first residential phase of the mixed-use conversion of Regency Square mall, specifically an apartment building to replace the existing Sears building. Stonebridge expansion, water treatment plant on Chesterfield agenda
The Chesterfield County Planning Commission meets Tuesday at 6 p.m. Public hearing items include a request by SRBF LLC to rezone nearly 110 acres next to Stonebridge for its Starview Village project, planned for up to 1,250 residential units. The case previously appeared on the commission’s agenda in September.
Also on the agenda, the county utilities department is seeking to permit a public water treatment plant and sewage pump station on nearly 350 acres at 1600 Ashton Park Drive, along the east line of Ruffin Mill Road. Full agenda here.
Chesterfield utilities department recognized
Chesterfield’s utilities department was one of 15 utilities in the nation to be awarded the Sustainable Water Utility Award from the Association of Metropolitan Water Agencies. The award recognizes water utilities that have made a commitment to management that achieves a balance of innovative and successful efforts in areas of economic, social and environmental endeavors.
