In the midst of expanding their fast-casual Japanese food concept to Short Pump, the Benavides brothers are also taking an offshoot of their Southside Mexican spot into Scott’s Addition.
Paulo and Nelson Benavides have signed on to open Cochiloco at 1601 Roseneath Road, on the ground floor of the sizable new development The Otis.
Paulo said Cochiloco will be similar to Y Tu Mamá, the food operation they run out of The Veil Brewing Co.’s Forest Hill taproom. The Benavides also own Hibachi Box near VCU and its forthcoming Short Pump spinoff Hibachi House.
“We’ll have Mexican tacos, burritos and more,” Paulo said. “It’ll be like Y Tu Mamá with a couple more additions.”
A years-long project from developers Greystar and Capital Square, The Otis spans the entire city block bound by West Moore Street, Roseneath Road, MacTavish Avenue and Norfolk Street. Cochiloco will occupy about 3,100 square feet in a space fronting West Moore Street.
Paulo said Cochiloco will operate with counter service.
“It’s not full service. It’ll be a place to grab a taco and cold beer or margarita in Scott’s Addition,” he said.
510 Architects is designing the space. Paulo said they don’t have a timeline for opening.
Only about 2,400 square feet of The Otis’ 15,000 square feet of commercial space remains unclaimed. Other tenants heading to the project include PlantHouse, which is relocating there from the Fan, bakery Cou Cou Rachou and Grit Coffee Roasting Co., both of which hail from Charlottesville. Divaris Real Estate’s Read Goode handles leasing in the builindg.
Above The Otis’ ground-floor commercial space are an additional four stories with 350 apartments. Construction started on the building in 2021 after the developers razed a handful of warehouses on the site, one of which was once home to the now-defunct Relay Foods.

This has become a very nice development. The amenities within the Otis are first class and the first floor retail is a great addition to the entire community. Rumor has it that the entire block across Roseneath is soon to be raised including the former Dairy Barn and the Tang and Biscuit shuffle board building. The six acre Greyhound property is on the market for $16 Million! Scotts Addition is being redeveloped one big block at a time.
If the Roseneath development comes true I wonder if Tang and Biscuit will move somewhere else or just shutdown?
I actually loved Tang and Biscuit when I when there once. I did not go back because the shuffleboard was SUPER expensive. The food was good, but SUPER expensive for the small servings, and of course, it is basically self serve. For 4 people to eat SMALL servings of sandwiches and appetizers, and 2 people play shuffleboard for 30 minutes, AND NO ALCOHOL; it cost me $170 bucks. And I left hungry. I would love to see this concept of shuffleboard and food at another location – but it would have to be cheaper, or offer larger food portions. Patrons… Read more »

All I ask is to serve the same quesabirria tacos you do at Y Tu Mama – us Northsiders are always going to Forrest Hill just for that dish!
