500-home development, Belmont Golf Course plan up for votes in Henrico

Public hearing items include Stanley Martin Homes’ rezoning request for “ReTreat at One,” a nearly 500-home development proposed for about 65 acres straddling Telegraph Road near its intersection with Georgia Avenue off Brook Road. The county Planning Commission recommended approval.
Stanley Shield Partnership, which is redeveloping parts of the Brookfield Commons office complex at 6600 W. Broad St., is seeking to rezone 1.6 acres at the northeast corner of Broad and Dickens Road for restaurant, retail and office uses.
Other business includes an agreement for lease, operation and maintenance of Belmont Golf Course and adjacent property at 7202 Brook Road. The 20-year lease with potential five-year renewals would involve the county contributing $750,000 for renovating the golf course after the lessee has put at least $3.25 million into an escrow account for renovations.
The lessee is not identified in the agenda item. In October, the county received proposals from five firms in response to its RFP for a contract to lease and operate the course.
Apartments take shape for Kinsale project’s second phase
The Planning Commission meets Wednesday at 9 a.m. to review subdivisions and development plans. Items include plans from 2001 Maywill LLC and Bristol Development Group to construct a five-story, 275,000-square-foot apartment building with 260 units at 2035 Maywill St., as the second phase of Kinsale Capital Group’s office development in the county’s Westwood Avenue area. Industrial park proposal, site plan appeal on Hanover agenda
Hanover supervisors meet Wednesday at 7 p.m. Public hearing items include a request from Tab of Virginia LLC to rezone 50 acres on the west side of Route 1 north of Knotty Pine Lane to allow for an industrial park.
Business also includes an appeal from Chickahominy Falls Association of a site plan approved for Cedar Lane Industrial Park, planned across Cedar Lane from the residential development. The appeal contests, among other things, the plan’s approval without three of four entrances shown on a conceptual site plan, leaving the project’s sole access point directly across from Chickahominy Falls’ entrance road.

Caldwell Park changes on Hanover planning agenda
The Hanover County Planning Commission meets Thursday at 6:30 p.m. Full agenda here.
Business includes expedited public hearings on requests from Nancy Robertson Combs to rezone 10 acres at Combs Drive and Cool Spring Road to allow 25 building lots, and from Mark Motley to permit an addition to an existing log cabin off Route 1 near Old Telegraph Road for an event venue.
A hearing is scheduled on a request from Woodside Farms of VA LLC to permit a farmers’ market, weddings and other events for up to 200 guests at Chickahominy Falls’ barn building at Cedar Lane and Woodside Farms Drive.
Other business includes proposed changes to the previously proposed Caldwell Park development along Chamberlayne Road sought of New Ashcake Road. The changes would adjust the number of planned apartments from 286 to 232, and the number of townhomes from 131 to 185, resulting in no change in overall density. The changes also would clarify roles of the project’s different developers, which now include Caldwell Partners LLC, an entity tied to Larry Shaia’s Charter Realty and Development Co.
Carvana incentives, BPOL funds transfer on Chesterfield agenda
Chesterfield supervisors meet Wednesday at 6 p.m. Business on the agenda includes approval of a $360,000 matching grant for the recently approved Carvana distribution facility near Chester. Part of a performance agreement with the county, the grant will use Technology Zone incentives and other local funds to match a state Opportunity Fund grant awarded to the project.
Now estimated at $25 million, the 191,000-square-foot facility is projected to create 400 new jobs. Virginia beat out North Carolina, Ohio and Tennessee for the project, according to a release from Chesterfield’s Economic Development Authority, which worked with Virginia Economic Development Partnership to land the project.
Supervisors will consider transferring $3 million in reserves from the county’s Business, Professional and Occupational License (BPOL) tax to the EDA for the purpose of purchasing commercial and industrial land for economic development. The transfer would leave more than $8 million in the BPOL reserve for potential appropriations for further economic development and transportation initiatives.
