James River parks plan, short-term home rental rules on committee agenda

Richmond City Council’s Land Use, Housing and Transportation Standing Committee meets Tuesday at 1 p.m. The committee will review proposed amendments to the James River Park System Master Plan and proposed regulations for short-term residential rentals. Council referred the short-term rental rules back to the committee at its meeting last week. Full committee agenda here.

Viewshed protection overlay district proposed for Libby Hill

The Richmond Planning Commission meets Tuesday at 1:30 p.m. Full agenda here.

Business includes a proposed Libby Hill Viewshed protection overlay district meant to preserve the river view from Libby Hill Park, known as “The view that named Richmond.” The cone-shaped district would stretch south of the park, including the river and both banks, and end at the city boundary. It is intended to preserve the view amid development interest in the area that has increased in recent years.

Industrial park appeal, Caldwell Park changes on Hanover agenda

Hanover supervisors meet Wednesday at 6 p.m. Full agenda here.

Business includes review of an appeal of the site plan approved for the proposed Cedar Lane Industrial Park. The appeal was filed by the homeowners’ association for Chickahominy Falls, a primarily 55-and-up residential development across Cedar Lane from the 118-acre site. The board deferred the review at their December meeting after hearing from various parties involved.

A public hearing will be held on changes to the previously proposed Caldwell Park development along Chamberlayne Road south of New Ashcake Road. The changes would adjust the number of planned apartments from 286 to 232, and the number of townhomes from 131 to 185, resulting in no change in overall density. The changes also would clarify roles of the project’s different developers, which now include Caldwell Partners LLC, an entity tied to Larry Shaia’s Charter Realty and Development Co.

Stonebridge-area projects, Courthouse Landing up for votes

Chesterfield supervisors meet Wednesday at 6 p.m. Business on the agenda includes termination of a lease with the county EDA to facilitate a sale of a portion of the Stonebridge development to Shamin Hotels, which is planning a 200-room hotel there as part of a mixed-use development.

Public hearing items include a rezoning request for SRBF LLC’s Starview Village project, proposed for up to 1,250 single-family and multifamily residential uses on nearly 110 acres next to Stonebridge.

A vote is scheduled on Courthouse Landing, a mixed-use development with a hotel, 400,000 square feet of retail and office space, and hundreds of new homes planned for 122 acres southeast of the Route 288-Iron Bridge Road interchange. The $265 million development received a thumbs down from the Planning Commission, which recommended denial at its December meeting.

Other hearing items include a 60,000-square-foot medical office building proposed on a 1-acre site on Koger Center Boulevard just west of Mall Drive. The $19 million building would house Virginia Physicians for Women’s administrative headquarters, surgical center and Midlothian clinic.

Ukrop’s food hall site plan up for review

The Henrico County Planning Commission meets Wednesday at 9 a.m. to review subdivisions and development plans. Full agenda here.

The agenda includes a development plan and lighting plan for Ukrop’s Homestyle Foods’ planned food hall on 2.8 acres northeast of Patterson Avenue and Horsepen Road. An existing 6,500-square-foot church sanctuary on the food hall site would be converted to create the facility with commercial, catering and office uses. An 11,000-square-foot church building would be demolished. County supervisors approved the project in October.

Also on the agenda is a subdivision plan for Stanley Martin Homes’ “ReTreat at One” development, which received zoning approval from Henrico supervisors last month. The nearly 500-home development is planned for about 65 acres straddling Telegraph Road near its intersection with Georgia Avenue off Brook Road.
